The Emergency Capacity Building (ECB) Project is part of an initiative launched in 2005 to address the challenges being faced by aid agencies responding to disasters and emergencies around the globe. The project aims to improve the speed, quality and effectiveness of emergency response work being conducted by humanitarian organizations in an environment where disasters and emergencies are increasing in magnitude and complexity.
Initial components of the project revealed capacity gaps in four key areas; Staff Capacity, Accountability and Impact Measurement, Risk Reduction, and Information and Technology Requirements.
Phase II of the project spans three Objective areas and three Cross-cutting Themes which are each being developed through Consortia Engagement Plans (CEPs) and Agency Performance Improvement Plans (APIPs).

Objective 1 is focused on field-based activities in five consortia. The consortia are located in: Bangladesh, Bolivia, Horn of Africa, Indonesia, and Niger.
